Oracle Software as a Service (SaaS)

Mr. Gutierrez developed the implementation blueprint for the Oracle R12 E-Business Suite Financials solution housed in a software service layer of cloud computing. Oracle SaaS provides Oracle Federal Financials as a cloud-based solution to federal agencies with the value proposition of eliminating the need for organizations to purchase and maintain software and hardware to run enterprise applications. Leveraging experience deploying Oracle Federal Financials, Mr. Gutierrez created the structure of the methodology, roadmap of deliverables and implementation schedule.

Mr. Gutierrez performed enterprise level project health checks for on-going projects to ensure successful delivery by identifying issues, mitigating risks and implementing solutions. Mr. Gutierrez was the Program Manager for the DOL initiative to replace the department’s legacy financial accounting system with an enterprise resource planning system based on the Oracle Federal Financials software package. This consisted of several separate projects including Hosting, Rational, as well as Oracle. Mr. Gutierrez led a team that supported Project Management, Hosting, System Integration and Change Management using Earned Value Management (EVM). The LAW implementation included the General Ledger, Federal Administrator, Purchasing, Payables, Projects, Receivables and Fixed Asset modules. Under Mr. Gutierrez’ leadership, IBM was awarded an additional $9 M award for services, a $17 M option year award and a $10 M hosting contract. Mr. Gutierrez is managing a team of 50+ resources.

 

Federal Aviation Administration (FAA)

Mr. Gutierrez was the Project Manager for the successful implementation of Oracle Federal Financials at the Federal Aviation Administration. Mr. Gutierrez managed a multi-disciplinary team to support Project Management, Business Process Re-Engineering, System Integration, Development, Change Management, Training, Implementation and Post-Production Support activities. The DELPHI solution includes the following Oracle modules: General Ledger, Federal Administrator, Purchasing, Payables, Receivables, Projects and Fixed Assets, as well as CompuSearch PRISM and was implemented across 20 lines of businesses covering 9 regions, 2 centers and Headquarters in 14 cities, and will impact over 2,000 end users. Under Mr. Gutierrez’ leadership, IBM was awarded a total of $30+ M. Mr. Gutierrez managed a team of team of 40+ resources.

 

Centers for Medicare and Medicaid Services (CMS)

Mr. Gutierrez was a key member of the successful proposal effort to provide program management, business process re-engineering, software design, systems integration and system outsourcing services to CMS. The 10-year, $328.5 million contract involves designing, developing, implementing and operating the new accounting system that will replace the CMS' current financial system, as well as the 50+ other disparate systems in use by the private insurance companies that process and pay nearly three million Medicare claims daily. Mr. Gutierrez led the effort of designing and developing the Oracle plus best-of-breed software solution.

Mr. Gutierrez led or provided support for the following successful business development and proposal development, as well as technical expert support to efforts:

·              State of California – Department of Conservation –Project Executive for the DORRIS proposal, a $15 M+ effort to implement the Oracle R12 E-business Suite and Hosting Services.

·              Department of Agriculture – Managed the labor cost and price proposals for the FMMI ERP proposal, a potential $300+ M engagement.

·              Department of Homeland Security – Managed the operational capability demonstration, the technical proposal and presented the proposed eMerge2 ERP solution at the Oral Presentation.

·              Federal Aviation Administration - Managed the technical proposal and presented the proposed Asset Supply Change Management solution at the Oral Presentation leading to a $3 M contract.

·              Transportation Security Administration – Managed several proposal efforts leading to over $8 M in business and security operations support with the CFO office.

·              General Dynamics – Led the ERP technical architecture design for a $2.5 M contract.

·              United States Postal Service – Managed the technical and cost proposal for the USPS General Ledger project.

·              United States Secret Service –Managed the technical and cost proposal for the ERP solution.

Best Buy

Mr. Gutierrez was the project manager for the successful the deployment of Oracle Financials for the LaunchPad solution at Best Buy. LaunchPad consists of Oracle General Ledger, Accounts Payable, Purchasing, iProcurement and numerous custom interfaces, forms, and reports. He was responsible for overseeing the integration with two other implementation projects. The following were the major delivery tasks: (1) conduct the Conference Room Pilot, (2) design, configure, build and test the LaunchPad solution and (3) pilot and implement the LaunchPad solution. Mr. Gutierrez managed a team of 30 resources and a budget of $28 M.

 

United States Postal Service

Mr. Gutierrez was the project manager for the deployment of the Standard Accounting for Retail (SAFR) project at the United States Postal Service. SAFR consisted of Oracle General Ledger, Oracle Cash Management and numerous custom interfaces, forms, and reports. He led the team of 25 resources through the full-life cycle implementation from strategy to deployment. In addition, Mr. Gutierrez managed the effort to bring the project to CMM Level 3 Compliance.

 

Boston Gas Company

Mr. Gutierrez conducted a post-implementation configuration evaluation of the Oracle Financials Application at Boston Gas. To perform the evaluation, extensive interviews were conducted with personnel the Offices of the CFO, CIO, and Accounting. In addition, a detailed on-line investigation of the system configuration was performed, resulting in the implementation of recommendations to increase the efficiency of the solution.

 

Oracle Enterprise Business Solution Center

Mr. Gutierrez helped develop the structure and framework and provided expert knowledge for the establishment Accenture’s EBS Center. EBS provided a central nerve center for both clients and consultants to collaborate on projects and proposals. Mr. Gutierrez also led the effort to develop a rapid-implementation market offering designed to deliver a configured core Oracle Financials Application - based upon a client’s business processes and industry best practices - in a compressed time frame.

 

Koch Industries

Mr. Gutierrez was the project manager for the Oracle Multiple Organization Baseline Configuration. The project results provided demonstrable answers to questions regarding Oracle’s multi-org functionality and its ability to accommodate a complex hierarchy structure (over 200 business entities), encompass best practices (shared services organizations), and satisfy multiple security issues (both legal and regulatory requirements). This successful effort established the blueprint that Koch is used to implement its organization structure.

Merrill Lynch

Mr. Gutierrez was the project lead for the implementation of Oracle General Ledger at Merrill Lynch. Mr. Gutierrez developed the proposal and won the contract for the Oracle Financials Application implementation at Tape Products, Inc. Mr. Gutierrez led a team of analysts and consultants in an assessment of ALCOA’s business processes and the feasibility of implementing selected Oracle Financials products on an accelerated schedule.
