Consolidation, Unified Messaging, Enterprise Telecommunications, End-User
Support Services, Workforce Planning and Enterprise-wide Information

Program Management Office; the management and coordination of the portfolio
of projects; and the development of Charters, Schedules, Implementation

implementation of Oracle Federal Financials at the Federal Aviation
Administration. Mr. Gutierrez managed a multi-disciplinary team to support
Project Management, Business Process Re-Engineering, System Integration,
Development, Change Management, Training, Implementation and Post-Production
Support activities. The DELPHI solution includes the following Oracle

managed a team of team of 40+ resources. Centers for Medicare and Medicaid Services (CMS) Mr. Gutierrez was a key member of the successful proposal effort to
provide program management, business process re-engineering, software design,
systems integration and system outsourcing services to CMS. The 10-year,
$328.5 million contract involves designing, developing, implementing and
operating the new accounting system that will replace the CMS' current
financial system, as well as the 50+ other disparate systems in use by the
private insurance companies that process and pay nearly three million Medicare
claims daily. Mr. Gutierrez led the effort of designing and developing the

Manager. Best Buy Mr. Gutierrez was the project manager for the successful the
deployment of Oracle Financials for the LaunchPad solution at Best Buy.
LaunchPad consists of Oracle General Ledger, Accounts Payable, Purchasing,
iProcurement and numerous custom interfaces, forms, and reports. He was
responsible for overseeing the integration with two other implementation
projects. The following were the major delivery tasks: (1) conduct the
Conference Room Pilot, (2) design, configure, build and test the LaunchPad
solution and (3) pilot and implement the LaunchPad solution. Mr. Gutierrez
managed a team of 30 resources and a budget of $28 M. United States Postal Service Mr. Gutierrez was the project manager for the deployment of the
Standard Accounting for Retail (SAFR) project at the United States Postal
Service. SAFR consisted of Oracle General Ledger, Oracle Cash Management and
numerous custom interfaces, forms, and reports. He led the team of 25
resources through the full-life cycle implementation from strategy to
deployment. In addition, Mr. Gutierrez managed the effort to bring the
project to CMM Level 3 Compliance. Boston Gas Company Mr. Gutierrez conducted a post-implementation configuration evaluation
of the Oracle Financials Application at Boston Gas. To perform the
evaluation, extensive interviews were conducted with personnel the Offices of
the CFO, CIO, and Accounting. In addition, a detailed on-line investigation
of the system configuration was performed, resulting in the implementation of
recommendations to increase the efficiency of the solution. Oracle Enterprise Business Solution Center Mr. Gutierrez helped develop the structure and framework and provided
expert knowledge for the establishment Accenture’s EBS Center. EBS provided a
central nerve center for both clients and consultants to collaborate on
projects and proposals. Mr. Gutierrez also led the effort to develop a
rapid-implementation market offering designed to deliver a configured core
Oracle Financials Application - based upon a client’s business processes and
industry best practices - in a compressed time frame. Koch Industries Mr. Gutierrez was the project manager for the Oracle Multiple
Organization Baseline Configuration. The project results provided
demonstrable answers to questions regarding Oracle’s multi-org functionality
and its ability to accommodate a complex hierarchy structure (over 200
business entities), encompass best practices (shared services organizations),
and satisfy multiple security issues (both legal and regulatory
requirements). This successful effort established the blueprint that Koch is
used to implement its organization structure. Oracle Corporation, Vienna, VA. Sep
1995 – Sep 1997. Principal Consultant. Merrill Lynch Mr. Gutierrez was the project lead for the implementation of Oracle
General Ledger at Merrill Lynch. The implementation encompassed over 300
separate business entities and complex issues involving legacy systems,
foreign currencies and multiple organizations. He managed the Implementation
Strategy, Operations Analysis, Solutions Design, Build and Transition phases
of the project. Tape Products, Inc. Mr. Gutierrez developed the proposal and won the contract for the
Oracle Financials Application implementation at Tape Products, Inc. He served
as the project manager for the successful implementation of Oracle General
Ledger and Accounts Payable. He managed the full life-cycle of the project,
from the RFP to Production. ALCOA Mr. Gutierrez led a team of analysts and consultants in an assessment
of ALCOA’s business processes and the feasibility of implementing selected
Oracle Financials products on an accelerated schedule. A report detailing the
benefits and liabilities of the proposed plan was presented to the executive
committee. PIC, USA Mr. Gutierrez was the lead financial consultant for the successful
